- $176 million in investments announced by businesses in January is lowest total since E2 tracking began in August 2022
- GOP House districts lose 1,300 expected jobs, $2.7B in investments due to cancellations
- January’s dip comes as Congress begins debate on repealing clean energy tax credits
WASHINGTON (Feb. 13, 2025) – Investments in large-scale clean energy projects last month fell to their lowest level since the passage of game-changing clean energy tax credits, amid increasing project cancellations and growing market uncertainty as Congress begins debate on repealing the tax credits and other incentives.
Companies announced just $176 million in new clean energy related factories and other projects in January – by far the lowest monthly total announced by businesses since E2 began tracking such projects in August 2022. This was just the fourth time monthly investments in new projects did not reach at least $1 billion.
Meanwhile, project cancellations are rising. Multiple project announcements tracked by E2 were recently cancelled. Last week, Freyr Battery announced it was halting plans for a $2.6 billion, 700-employee battery factory in Georgia. Earlier this week, Ford Motor Co. CEO Jim Farley warned the iconic automaker could be forced to lay off employees amid rising costs from tariffs and other market uncertainty from Trump administration policies.

“This is the only time we’ve seen private-sector investment in new projects drop to these levels. We hope leaders in Washington recognize what’s at risk for businesses, workers and communities across the country if this self-inflicted and unnecessary market uncertainty continues.”
January’s clean energy related announcements included $176 million in 11 large-scale projects – but most of those were from a single company, GE Vernova. The company announced more than $120 million in investments in wind, solar and electric grid equipment manufacturing projects in Texas, North Dakota, Pennsylvania, New York and Florida, along with fossil fuel projects elsewhere. GE’s clean energy projects are expected to create 750 new permanent jobs.
Two new projects – a hydrogen related factory and a battery storage recycling operation – were announced in Michigan, bringing the total number of projects announced in that state to 36—four more than the next closest state (Georgia).
January’s announcements bring the overall number of major projects tracked by E2 to 372, while announced investments dropped from more than $132 billion to $129 billion and announced jobs dropped from 16,450 to 115,900 across 42 states and Puerto Rico due to cancellations. (E2 will officially begin tracking projects that have been cancelled, stalled, downsized, or at risk beginning in March.)
Through January, nearly 62 percent of all clean energy projects announced—along with 71 percent of all jobs and 82 percent of all investments —are in congressional districts represented by Republicans. Districts represented by Republicans, however, were most impacted by recent cancellations with investments and jobs dropping by more than $2.7 billion and 1,300 despite receiving six new announcements in January.
