E2 Advocacy - Global WarmingThe United States must quickly pass strong legislation that includes a mandatory, declining cap on emissions of carbon dioxide and other heat-trapping pollutants. Furthermore, legislative action must outpace events - such as energy crises arising from sudden price surges of gas at the pump. The federal government will need to work with both states and companies to find the best path toward reducing global warming emissions. The E2 Climate Campaign serves to showcase innovations and technologies in the cleantech field, affirming that meeting AB 32's mandate to reduce emissions to 1990 levels by 2020 will both provide a net economic benefit as well as lower energy bills below business as usual. The campaign rallies business support for a mix of climate policies in the AB 32 Scoping Plan that will reduce emissions while enhancing California's competitive edge in the emerging clean energy economy and cleantech market. Completed CampaignsCalifornia's AB 1493, by Assembly Member (now Senator) Fran Pavley (D-Agoura Hills), is the first legislation in the world to regulates greenhouse gas emissions from passenger vehicles. As the most active business voice addressing the economic benefits of the legislation, E2 played an important role in getting the bill passed through the California Assembly, Senate and Governor's Office. In 2003, E2 launched the New York Clean Cars Campaign with the goal of adopting legislation similar to California's Clean Cars Bill (AB 1493), which calls for a reduction of greenhouse gas emissions in passenger vehicles and light trucks. NRDC and E2 were instrumental in getting clean car bills introduced in the New York State Assembly and Senate. New York finally adopted the Clean Car standards in November 2005. Governor Schwarzennegger set greenhouse gas (GHG) reduction targets by executive order and created a Climate Action Team to come up with policies to meet those targets. AB 32 (Nunez and Pavley) puts the Governor's greenhouse gas reduction targets into law and directs the California Environmental Protection Agency and Air Resources Board to implement regulations for a cap on sources of GHG emissions. See E2C2 for more on AB 32 implementation. The MA Global Warming Solutions Act sets enforceable state limits on greenhouse gas emissions for 2020 and 2050. The bill will improve the ability of Massachusetts to both attract investment in the clean energy sector and address global warming. |
